Coffeyville Flood Information CITY OF
COFFEYVILLE, KANSAS On July 1, Coffeyville experienced an unprecedented flood when the Verdigris River topped the 26.5 foot levee. The entire east side of the community was inundated as water poured over the top of the levee for 2 ˝ days finally cresting at 30.70 feet on July 3. Further complicating things, when Coffeyville Resources was shutting the refinery down in preparation for the flood waters, a valve was left open which resulted in approximately 90,000 gallons of oil released into the flood waters. There were 459 homes that were affected by the water including some by flash flooding which occurred on June 29. This represents approximately 10% of the housing stock in the City of Coffeyville. The flood also impacted 71 businesses including 6 of 7 motels, 1 of 2 grocery stores, 5 restaurants, 4 convenience stores, 3 churches and 2 mobile home parks. As of December 1, 2007, only 17 of the businesses have reopened in either their former location or at another location. An estimated calculation shows a potential loss of $15.8 million in structure values in the City of Coffeyville due to the flooding. The majority of homes and businesses affected by the flood waters were located in Flood Zone B, the 500-year flood plain. Consequently, most were not covered by flood insurance. Damage to City-owned facilities is estimated at $2.5 million with repairs to the electric system expected to cost $1 million and repairs to the levee totaling nearly $1.6 million. Total City expenditures as of November 13, 2007, were $789,068.58 making the projected flood expenditures for the City nearly $5.9 million. After insurance and FEMA reimbursement, the City’s projected flood expense will be approximately $956,760. Funding options for this expense include delaying planned maintenance projects for City structures, using electric surplus funds, issuing no-fund warrants or raising property taxes. As a result of the oil release, Coffeyville Resources has purchased 313 of the 327 homes in the flood affected area. These houses will be demolished; the refinery has no intentions of houses being rebuilt in this area. The immediate challenge in Coffeyville is replacing housing lost in the flood and redevelopment of the east side of our community. Demolition

Update PERMITS REQUIRED FOR REMODEL OR REPAIR IN FLOOD AFFECTED AREA Building permits are required prior to any commercial, residential remodel, repair or restoration project in the Coffeyville flood affected area. The building permit fees will be waived for all projects in this area. Before any business or residence in the flood areas can be occupied, a certificate of occupancy permit must be obtained. The fees for this are also waived. Both building permits and occupancy permits are available from the Inspections Department located in the Fire Department at 7th and Walnut. For more information, contact 620-252-6149. COMMERCIAL PROPERTIES CLEANING DEBRIS All commercial occupancies in the flooded area should place debris within 10 feet of the curb. All debris should be separated as follows: Oil stained debris should be separated from non oil stained debris. Hazardous waste should be separated as well as white goods (refrigerators, stoves, etc). Oil stained debris should not be rinsed off to avoid further contaminating the storm sewer. If oil debris is rinsed, the water needs to be collected and disposed of separately through a hazardous waste contractor.
