Improving the Neighborhood

Neighborhood Revitalization Plan
To encourage renovation and new construction, a Neighborhood Revitalization
Plan was implemented in Coffeyville.  The intent and purpose of this plan, also
referred to as a tax rebate, is to encourage the rehabilitation of existing structures
and the construction of new structures.

Designated area - Plan #1 Downtown
Downtown bordered by Sixth Street on the north:
11th Street on the south
Elm Street on the west
Patterson Blvd on the east

Designated area - Plan #2
Area #1
This area includes basically everything east of Buckeye (areas east
of Buckeye north of Martin Street are not included) to City Limits. 

Area #2
The West Coffeyville area south of First
Street, East of Inglewood; west of Idylwood; and
bordered by Fourth and Fifth Street on the south.

Area #3
Cline Road on east; Woodland Avenue on north; Overlook on West
 and Edgevale/Prairie Lane on south, plus an area with Woodland Avenue on
south; Cline Road on west; Stark on north and Keith Blvd. on east.
 

What will the plan cover
Construction of new structures
Rehabilitation, alteration and additions to existing structures

Criteria
Only one tax rebate application per project may be submitted.  The rebate will be based upon the increased assessed value attributed to the eligible improvement

The project must have begun on or after May 1, 2004 for Plan #1 area and October 26
for Plan #2 area.  An application for rebate must be filed within 60 days of the issuance of a building permit.

The assessed value increase will be determined by the resulting classification of the improvement.  The minimum increase in assessed value due to the eligible improvement will be 5% for residential and commercial property as determined by the Montgomery County Appraiser. 

The program is limited to real property; personal property taxes are not eligible for rebate.

Any property taxpayer who is delinquent on any tax payment and/or special assessment will not be eligible for any rebate.  Rebates will be terminated if the property taxpayer becomes delinquent with the payment of taxes on any property owned by the taxpayer.

The new, as well as the existing improvements on the property must conform with all other codes, rules and regulations in effect at the time the improvements are made, and for the length of the rebate, or the rebate may be terminated.

Any remaining rebate available under this Plan shall be payable to the owner of the property or the person who is liable for payment of the taxes on the revitalized property, regardless of who actually made the improvements.

Applications are available in the building inspector's office located in the Fire Department or click to download.

Any property listed on the National or State Historic Register is eligible for a 100% rebate in any area for years 1-10.
