Stormwater Utility
Implemented
Why was a
Stormwater Utility implemented?
On November 14, 2006, Charter Ordinance No. 26 was adopted by the
Board of Commissioners establishing a Stormwater Utility in Coffeyville.
The Kansas Department of Health and Environment issued a National
Pollutant Discharge Elimination System (NPDES) permit to the City
effective October 1, 2004, for discharge of stormwater from our
Municipal Separate Storm Sewer System to the waters of the United
States. This permit was issued as required by the EPA Stormwater
Phase 2 Rule, which applies to municipalities with a population greater
than 10,000. Phase 1 went into effect in 1990 and applied to
municipalities with a population greater than 100,000.
What will the
NPDES permit mean to Coffeyville?
As mandated by the permit, one of the first requirements for the City
was to prepare a Stormwater Management Program (SMP). The SMP
addressed each of the seven minimum control measures below:

outreach

Public involvement and
participation

Illicit discharge
detection and elimination

Construction site
sotrmwater runoff control

Post-construction
stormwater management
-
Pollution
prevention/good housekeeping for municipal operations

Reduce biochemical
oxygen demand pollutants to Sycamore Creek
Implementing the Stormwater
Management Program will require additional employees and equipment which
in turn requires a monthly user fee.
What will
this mean to the Coffeyville citizens?
Along with creating the Stormwater Utility, Charter Ordinance No. 26
also established monthly fees for all residential and non-residential
users of the stormwater system to be included on utility bills:
Residential - $2.50/month
Non-residential - $5.00/month Report suspected
