Yes, you can park in your yard provided the area used for parking is improved with at least 4" of paver brick, asphalt, concrete or gravel.

6. I sold my property on contract or I no longer own this property so why do I keep getting notices from the City about the grass and charges for mowing?

The City Code Enforcement office obtains all their property owner information from the Montgomery County tax rolls. Therefore, if you have not removed your name as owner from the property you will still receive any and all notices from the Code Enforcement office. You should contact the County offices to see what steps you need to take to rectify this.

7. What is a nuisance assessment on my tax bill?

If the property owner fails to mow a property, clean up a court ordered trash nuisance or repair or demolish a court ordered slum and blight citation, the City of Coffeyville will contract to have this done. The cost, plus a fee, will be billed to the property owner. If this is unpaid, it will be assessed against the property. The County will include this as a nuisance assessment on the property tax statement.

3. What does PCA stand for, and what is it?

PCA stands for power cost adjustment. A PCA is an adjustment made on your electric bill which either goes up or down each month. The PCA is dependent upon what the true cost of power is when purchased from the Grand River Dam Authority or produced at our power plant.

4. Why is a Power Cost Adjustment (PCA) necessary?

One way to think about PCA is to compare it to the cost of gasoline for your car. Even though your monthly car payment hasn’t gone up, the car you drive is costing more to operate now because just as electricity prices have risen, so have gasoline prices at the pump (the PCA). The PCA is a pass through charge that is unknown from one month to another just as gasoline prices are unknown from month to month.

6. Why do I have trouble getting a call through during a power outage?

When you're calling to report an outage, hundreds of other people may be trying to do the same. Please be patient, we will answer your call as soon as possible. Remember the number to call to report an outage is (620) 252-6180. Leave a message if you get a recording. Please have your name, address and/or pole number ready for the dispatcher.

7. Why can't you tell me specifically when my power will be restored?

Unless the cause and extent of an outage are obvious, it takes us some time to determine the extent of the damage and outage. The problems are also compounded during winter storms when access can be limited. Our priority is simply to get your power back on, and not to guess about the time frame it may happen.

8. My neighbors have power - why don't I?

Sometimes there's a blown fuse in a transformer or damage done to the line servicing your home. We also may have to isolate a small section of the line to work on a problem, even while power has been restored to other parts of the same line.

9. Do certain customers get priority in having power restored after an outage?

Generally, no. We start with the biggest problems and work our way down. Depending on the extent of the outage emergency service providers, such as police and fire departments as well as medical facilities take precedent. We also make special efforts for customers on life support.

10. Why does it take so long to get power back?

During major outages that affect many areas of the city and surrounding area, we have to attack all the problems methodically and make sure we're doing it in a safe manner. The time it takes to repair problems is directly related to the extent of the damage.

11. Why can't you prevent outages from occurring in the first place?

We do our best during non-emergency time to maintain and upgrade our entire electric system. A well maintained system will prevent some outages but it cannot prevent all outages.

12. Why don't you just bury all power lines, or at least put them underground in the areas most prone to outages?

Underground power lines cost up to 3 times as much to install as overhead lines. Because of larger stretches of lines in rural areas, where outages most frequently occur, it would cost customers too much to put in underground service. Underground lines also have unique maintenance problems, so installing them doesn't make the customers immune to outages.

We test hydrants annually as required by the ISO.
Fire hydrants are also used by the Water Department to flush the water lines.

2. How often are the storm sirens tested?

Storm sirens are tested the each day at noon. They are also tested annually during Severe Weather Awareness Week. Dates and times of this tornado drill are set by the National Weather Service.

3. If the storm siren in my neighborhood is not working, who do I call?

You can call the Fire Department at 620-252-6148 and we will relay the information to the Electric Department.

4. What is the City's policy for sounding the storm sirens?

The storm sirens will be sounded when a tornado is indicated on radar, southern Montgomery county is placed under a tornado warning or when a tornado has been sighted and confirmed by a trained weather spotter within a 30 mile radius of Coffeyville and is traveling in a path toward the City.

An all-clear siren is not sounded. This alleviates the confusion for citizens wondering if it is another warning or an all-clear signal.

7. What type of fire extinguisher do I need for my Home?

The best all purpose extinguisher is the combination “ABC extinguisher.” ABC is the acronym for an extinguisher certified for A, B and C fires. A is for common fuels like wood and paper, B is for flammable liquids and C is for energized electrical fires.

8. I live outside the City limits, will CFD respond to my house?

If you live within five miles of City Hall,102 W. 7th,  or are located within the City’s Industrial Park, the Fire Department will be the first responder to a fire at your location if you have a fire contract.  CFD will also respond outside the city limits when requested for mutual aid.

No, it is impossible to clear the access to each and every driveway in the City. During snow removal, the streets are cleared from the center of the street out, and depending on the amount of snow, this may cause an accumulation of snow at the end of a driveway.

4. Is the City responsible for damage to mailboxes during snow removal?

If a snow plow comes in direct contact with a mailbox, the City is responsible. If a mailbox is damaged due to the weight of the snow during snow removal, the City is not responsible for damage.

5. What are the hours of the Tree Dump?

During Daylight Savings Time, the Tree Dump is open from 3:00 to 6:00 pm on Thursday and Friday, from 8:00 am - 4:-00 pm on Saturday and from 12:00 noon to 4:00 pm on Sunday.

1. What is the stormwater charge on my utility bill?

When the Stormwater Utility was created in 2006, a monthly fee was also established to be included on utility bills. The current fee is:
Residential - $7.00/month
Non-residential - $15.00/month
The stormwater fee was established as a stormwater pollution prevention fee to fund implementation of the requirements of the new federal regulations and to institute best management practices to reduce water pollution.

3. What types of pollutants are found in businesses?

At industrial sites, we need to be concerned about chemical spills that contain toxic substances, smoke stacks that spew emissions and uncovered or unprotected outdoor storage or waste areas that can contribute pollutants to storm water runoff. Best management practices include:
• Wash vehicles or equipment in wash bays hooked up to the sanitary sewer. Don't wash off detergents, oils and greases into streets or storm rains.
• Divert rainfall runoff from fueling islands by building a canopy or cover over them.
• Waste and processed water of any type must be discharged to the sanitary sewer.
• Hosing off pavements wash pollutants into storm drains that lead straight to the river.

4. What can be done to avoid storm water pollution?

• When washing the car, park it on the grass instead of in the driveway or go use a covered carwash station

5. Why was a Stormwater Utility implemented?

On November 14, 2006, Charter Ordinance No. 26 was adopted by the Board of Commissioners establishing a Stormwater Utility in Coffeyville. The Kansas Department of Health and Environment issued a National Pollutant Discharge Elimination System (NPDES) permit to the City effective October 1, 2004, for discharge of stormwater from our Municipal Separate Storm Sewer System to the waters of the United States. This permit was issued as required by the EPA Stormwater Phase 2 Rule, which applies to municipalities with a population greater than 10,000. Phase 1 went into effect in 1990 and applied to municipalities with a population greater than 100,000.

1. What do I do if I am handicapped and unable to get a polycart to the curb?

You may request pick-up service at your house if you are handicapped and physically unable to get the polycart to the curb. For more details, please contact customer service at 620-252-6100.

2. Can I get another polycart?

Contact 620-252-6100 to order an additional polycart. The fee for additional polycarts is $7.32 per cart per month.

3. Who is responsible for the polycart?

The polycarts are the property of Republic Services and will be maintained and replaced at no cost to the resident, except for damage due to negligence or abuse. Residents are required to pay for replacement of any cart if the damage is due to negligence or abuse.

4. What do I do with the polycart if I move?

The polycart stays with the house; do not take it with you when you move.

5. I haul my own trash off. Will I still be required to have trash service?

Yes, every dwelling receiving city water, sewer or electric service will receive a polycart and will be billed for the service.

6. What happens if the trucks cannot run due to bad weather?

In the event of snowfall or ice that prevents the trucks from running in a safe and reasonable manner, the pick up will be moved to the next day using Saturday to get back on schedule.

7. I own a house that is currently vacant but the utilities are on. Will I be billed for the service?

Yes, every residential dwelling in the city limits receiving city water, sewer or electric service will receive a polycart and be billed for the service. An affidavit to exempt vacant or unoccupied dwellings that still have utilities from the trash service can be filled out at the Customer Service Office.

9. When will my trash get picked up after a holiday?

Reesidential trash service will not run on New Years Day, Memorial Day, July 4th, Labor Day, Thanksgiving and Christmas. Trash service those weeks will run one day late using Saturday as a catch-up day.

Yes, if the head of household is 62 or older and the dwelling is not occupied by anyone other than a spouse or temporary guests, you will qualify for the senior trash rate of $12.25.

Trout Fishing at LeClere Lake

November 1 - April 15

2. Are fishing licenses required to fish in LeClere Lake?

Yes, the State of Kansas fishing requirements pertain to LeClere Lake.  All Kansas residents age 16 through 74 are required to have a valid fishing license.  Non-residents 16 and older are required to have a license.

A trout permit is required for everyone 16 years of age and above.

3. Is a trout permit required?

Yes, in addition to a valid fishing license a trout permit is required during trout season November 1 - April 15.

The trout permit is required for all anglers age 16 and older.  Youth age 15 and under may fish without a trout permit, however, the daily limit is 2.  With a permit, the daily limit is 5.

4. Where can I get a trout permit?

Trout permits are available anywhere fishing licenses are sold. 

In Coffeyville, fishing licenses may be purchased at Walmart.  Licenses and permits are also available on the Kansas Department of Wildlife, Parks and Tourism website.

The City of Coffeyville does not sell trout permits.

5. What is the trout limit?

The daily limit is 5 trout.  The possession limit is 15 trout.

For youth under 15 years of age, the daily limit is 2 trout.  With a trout permit, the daily limit is 5.

6. Can I fish for trout during the off season?

Yes, there may still be trout in LeClere Lake after April 15.  A trout permit is not required to fish during the off season.  The trout limits remain the same.

There are three billing cycles:

• Bills with account numbers beginning with 4-19 are due on the 5th of each month
  
• Bills with account numbers beginning with 20-37 are due on the 15th of each month

3. What is the PCA?

PCA stands for power cost adjustment. A PCA is an adjustment made on your electric bill which either goes up or down each month. The PCA is dependent upon what the true cost of power is when bought from the Grand River Dam Authority or produced at our power plant.

4. Why is a power cost adjustment (PCA) necessary?

As energy costs fluctuate, the PCA is a way to reflect changes in the cost of power without completely restructuring the City’s existing rate schedules. The concept is that as the cost of purchasing electricity changes, the retail charge for electricity should change accordingly.

One way to think about PCA is to compare it to the cost of gasoline for your car. Even though your monthly car payment hasn’t gone up, the car you drive is costing more to operate now because just as electricity prices have risen, so have gasoline prices at the pump (the PCA). The PCA is a pass-through charge that is unknown from one month to another just as gasoline prices are unknown from month to month.

5. My house is vacant; however, I am keeping the utilities on. Can I have the trash discontinued?
